OSAKA IN THE WORLD AND MINISTRY OF TOURISM AND CREATIVE INDUSTRY

  1. A.  RATIONALE

In today’s globalized world, no nation in the world can stand alone in meeting all their needs. The higher the globalization of the world is, the more dependent the nations will be. With this high interdependence, each of us is faced with two choices – competition or collaboration. The competition which was put forward in the cold war in the form of hard power is seen to be less effective than collaboration – a soft power approach chosen by the ingenious developed countries to interact with their partners or even with their competitors. Most of the nations in the world view that in the 21st century, collaboration is more favorable, more economical, safer and less risky than competition. As a result to this, collaboration is considered as a way of working skills of the 21st century.

Collaboration between nations can be performed not only by governments, but also by non-governmental organizations, educational institutions, or by other citizens both collectively and individually. Collaboration which is performed by each component of the nation can build the strength of the national collaboration with other nations. Collaboration between nations can be initiated by creating a transnational network that will be a channel for the exchange of information and for building understanding on their unique characteristics among the involved nations in the network. The establishment of transnational networks that aims to promote mutual understanding and increase opportunities for cooperation and collaboration to support the creation of a more peaceful and more prosperous world can be performed through cultural encounters between nations as culture is seen to be a powerful medium in communication that can overcome national, ideological, and geographical barriers.

Universitas Pendidikan Indonesia (UPI) determines to be a leading and outstanding university whose one of its missions is to do internationalization of education through the development and strengthening of a partnership network at the national, regional, and international level. Therefore, the cooperation between UPI and foreign institutions in general, and in particular with the Osaka In The World Committee (abbreviated OIW) which has been established so far needs to be strengthened by performing more diverse programs, such as holding culture summit in 2014. UPI is highly convinced that the event will be very positive and will contribute to further support UPI into the international arena as the summit will be attended by representatives from various countries across the globe. With the interaction with various countries, the entire academic community in UPI will have the opportunity to explore and develop their creativity in the arts and culture by collaborating with their local and international colleagues.
